Lim Siong Guan
Lim Siong Guan is a Senior Counselor in DGA-ASG’s East Asia & Pacific Practice where he draws on his deep and extensive experience at the highest echelons of government service and after his retirement from public service, senior roles advising boards and leaders in business and government in Singapore and the region.
Mr. Lim had an extensive career with the Singapore government for over four decades, beginning as the first Principal Private Secretary to then Prime Minister Lee Kuan Yew and rising through the ranks to become the Head of the Singapore Civil Service from 1999 to 2005. During his decades in the Civil Service he was also Permanent Secretary, variously, at the Ministry of Defence, the Prime Minister’s Office, the Ministry of Education, and the Ministry of Finance.
Mr. Lim served as Group President of the Government Investment Corporation (GIC) from 2007 to 2016 and thereafter as Advisor to the Group Executive Committee of GIC from 2017 to 2019. From 2006 to 2009, he was Chairman of the Singapore Economic Development Board. He has chaired the Inland Revenue Authority of Singapore (2004-2006), the Accounting and Corporate Regulatory Authority (2004-2006), and the Central Provident Fund Board (1986-1994), and has been a board member of many companies including Temasek, an investment company owned entirely by the Government of Singapore.
Mr. Lim is a Senior Fellow of the Singapore Civil Service College, and has been a Professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore teaching change leadership and preparing for the future.
Mr. Lim founded and chairs Honour (Singapore), a charity that seeks to promote the culture of honour for the well-being of Singapore. He is a member of the SwissRe Advisory Panel and the International Board of the Stars Foundation, a Swiss foundation that promotes leadership development for leaders of the next generation.
He is based in Singapore.
