Sergiy Tsivkach

Sergiy Tsivkach is a Senior Advisor in ASG’s Europe & Eurasia Practice, where he draws on his extensive government and business experience to advise clients on doing business in Ukraine.

He was most recently the Chief Executive Officer of UkraineInvest, the Government of Ukraine’s foreign investment promotion and support agency. During his tenure UkraineInvest, Mr. Tsivkach supported the attraction of billions of dollars in foreign direct investment into Ukraine and coordinated with legislators and key government officials on investment policy development, including the implementation of Ukraine’s system of incentives for significant investment projects.

Previously, Mr. Tsivkach served in the Cabinet of Ministers as advisor to the Prime Minister of Ukraine, Denys Shmyhal, on the development of investment policy and economic development. Other previous roles included advisor on International Affairs to the first President of Ukraine, Leonid Kravchuk, and other high-level officials, and legislators in Ukraine, and the UK.

From 2016 to 2020, Mr. Tsivkach served as the Chair of the Board at the Center for Advanced and Strategic Economic Studies International (C.A.S.E.S.), where he worked with the Ukrainian government, the U.S. Federal Trade Commission, international organizations, and businesses on the development of economic, and competition policy. Previously he held position of a managing director in consulting companies in the UK, and Ukraine.

Mr. Tsivkach is frequently quoted on political and economic matters in Ukraine in media outlets including CNN, Foreign Policy, Politico, The Hill, The New York Times, Fortune, Market Watch and others.

He earned a diploma in EU competition law from King’s College London, an L.L.M in International Commercial Law from the University of Westminster, as well as a master’s degree in EU Commercial Law from the International Science and Technology University in Kyiv. He received his bachelor’s degree in Commercial Law, also from ISTU.

Mr. Tsivkach is based in Kyiv.
